Bug Description

Black lines on the screen flickering/twinkling. Just at the time of initiation before entering the session, I see a lot of these lines. Then it stops and there is only one. This line never goes away during the session. Rarely I can start without the lines appear. These began to appear on October 18 this year, along with upgrading to Ubuntu 12.10 from Beta 2. When start in Windows 7 I have not this problem.

When I see the lines, I can not do Ctrl + Alt + F1 (F7) for console.
Lines dissapear after sudo killall Xorg
After killall Xorg, I have console at Ctrl + Alt + F1 (F7)

When I start Ubuntu again, lines come back to the screen.

I got the same problem with:
- Ubuntu 12.10 x64
- AMD radeon hd 6950

Tried with latest stable (13.1) and beta (13.2) drivers..

I have this same issue as displayed in the youtube video.

I have the same issue on my machine using the AMD Radeon HD 5000 Series.
