Desktop size too large for Unity

Bug Description
In any recent version of Ubuntu I find this issue. Using 2 1080p monitors next to each other (3840x1080 resolution) is too large for the default virtual desktop size. This was fine in previous versions as it was a quick change of xorg.conf to make the virtual size 4096x4096 but as new releases have come out this change has been harder and harder to make because of changes in how this is handled.
What should occur is that the monitor tool should first try to set the resolution to aaaa x bbbb then, if it finds the virtual size too small, attempt to make it large enough to fit the requested resolution automatically.
This is while using a AMD Radeon HD 6970 and any available Ubuntu driver for it.

I believe the default virtual resolution is determined by the driver, and different for different drivers.
For example, using Intel graphics I can use 2 monitors with a combined resolution of 3840x1200 without changing xorg.conf at all.
