I've just uploaded a fix in trusty-proposed. Hopefully it will be approved soon.

This bug was fixed in the package fglrx-installer
---------------
fglrx-installer
* debian/control.in:
- Allow the -core package to overwrite files that belong to
fglrx. This prevents errors caused by the split into fglrx
and fglrx-core when dist-upgrading (LP: #1443016).

I can no longer reproduce the problem with either fglrx or with fglrx-updates 2:15.200-0ubuntu0.3 in -proposed.
