fglrx-updates not working

Bug Description

I have tried installing both proprietary drivers in "software and updates" and each time the driver doesn't work properly.

The bins are not in the path, and trying to run the bins gives me the following error.

Unable to open /etc/ati/control, please reinstall the driver.

The bug has been open for more than a month now. Can anyone tell me anything ? A fix ? a workaround ? Tell me my card is completely useless on Ubuntu and it's AMD's fault ?

I had to uninstall 4.4 kernel (came as update) and with synaptic check to install fglrx-updates. Synaptic automatically removed incompatible (xenial) packages (xserver for example) and after reboot fglrx works.
