AMD Radeon HD 5000/6000/7350/8350 Series [1002:68f9] Maximum resolution is not full screen with fglrx

Maximum resolution comes with black edges.
This might be a driver issue, but since it works with the open-source driver, we will certify it without the proprietary driver.

Steps:
1. Install 12.04.4 + update + fglrx-experimental-13 (version 2:13.300-0ubuntu0.0.1)
2. Boot to desktop

Expected result:
* The supported maximum resolution (1920*1080) should be expand to the whole screen.

Actual result:
* It's not fullscreen in 1920*1080, 1776*1000, it will be surrounded by black edges,
but it works fine for resolutions lower than 1776*1000

WORKAROUND:
* Use the AMD Catalyst Control Center to adjust the scaling options, tune it to "overscan" (Screenshot attached)
