If anyone is wondering, ffmpeg's implementation of AMR-NB decoding is done via the OpenCore libraries:

Upstream's release notes also indicate:
- AMR-NB decoding/encoding, AMR-WB decoding via OpenCORE libraries
- nonfree libamr support for AMR-NB/WB decoding/encoding removed
- RTP depacketization of AMR
