Bug Description
Originally noticed when tried to install wireshark on a fully updated Noble amd64 machine:
# apt install wireshark
The following packages have unmet dependencies:
libqt6multimedia6 : Depends: libavcodec60 (>= 7:6.0)
# apt install libavcodec60
The following packages have unmet dependencies:
libavcodec60 : Depends: libavutil58 (= 7:6.1.1-1ubuntu1) but 7:6.1.1-3ubuntu1 is to be installed
# apt install libzvbi0
The following packages have unmet dependencies:
libzvbi0 : Depends: libzvbi-common (= 0.2.42-1.1) but 0.2.42-1.2 is to be installed

This is related to recent xz cve, the repositories might be broken as packages are being rebuilt. Check your other issue (about libzvbi0), you need to add an apt pinning override to your system to be able to install packages properly as I described more detailed there.
You might want to run 'apt-cache policy <package>' for every affected package and/or any dependency, also don't forget to run 'apt-get update' first, make shure you repository proposed is disabled or pinning set to -1 as this repository included a compromised package, also look up how to downgrade packages from proposed repository if you have any.
