Missing icons on default fbpanel in new 13.04 installation

Bug Description
fbpanel uses gtk-2 for it's icons.
The default installation of 13.04 uses "gnome" for it's gtk-2 icons theme.
But "gnome" is missing a lot of the default icons in fbpanel like web-browser, terminal, desktop, etc.
I got the icons to appear by creating the file ~/.gtkrc-2.0 with this...
