Bug Description
libsis-jhdf5-java FTBFS due to tests failing and fastqc is waiting for libsis-jhdf5-java to be built.
Libsis-jhdf-java is being fixed in Debian in 19.04.0+dfsg-2 by disabling tests but just picking that fix for Ubuntu 20.10 is not a great idea:

No migration is blocked on libsis-jhdf5-java failing tests due to not having enough memory.
The test pass locally and the test script is telling, too:
java -Xmx2048M ...
