Remove entry "setup login screen" for desktop user

Bug Description

When right-clicking on the applet "user switcher" in the Gnome panel, there is the entry "setup login screen" even for non-administrative users, i.e. for users with the profile "desktop user" (or for users where the administrative property has been disabled). This menu entry should be removed since it does not work (and since it is also removed from the system menu).

Yes, disabling the 'Setup login screen' for those users who can't run does make sense
