Installing fail2ban pulls python2

Bug Description

In ubuntu 16.04.1 LTS "Xenial", when installing fail2ban using "apt install fail2ban", apt installs python2 as a "recommended" dependency, while it is actually not needed at all by fail2ban. This should be changed.
