Ubuntu 16.04 LTS fail2ban problems at upgrade from 14.04 LTS

Bug Description
1) Install fail2ban in UBUNTU 14.04.3 LTS
2) Edit several files manually at least one in filter.d or action.d or jail.d
3) Update Ubuntu to 16.04 LTS
4) Try to start fail2ban
Expected: success
Actual: failed
If I have edited my local information in fail2ban, several files, I get two files in the directory, example
fail2ban.conf and fail2ban.
