Ubuntu 16.04 LTS fail2ban problems at upgrade from 14.04 LTS

1) Install fail2ban in UBUNTU 14.04.3 LTS
2) Edit several files manually at least one in filter.d or action.d or jail.d
3) Update Ubuntu to 16.04 LTS
4) Try to start fail2ban

Expected: success

Actual: failed

If I have edited my local information in fail2ban, several files, I get two files in the directory, example
fail2ban.conf and fail2ban.conf.dpkg-dist. The problem with fail2ban is that it reads all files in its subdirectory including the erroneous file /etc/fail2ban/filter.d/sshd.conf-dpkg.dist [with missing "[definitions]" area and fail2ban fails to start. The directoris /etc/fail2ban/filter.d/ and /etc/fail2ban/actions.d and /etc/fail2ban/jail.d should not have any files ending with dpkg.dist. Removing the files sshd.conf.dpkg-dist makes fail2ban run ok.
