The exim4-daemon-heavy package on dapper_AMD64 fails to create a /var/run/exim4 directory. As a result the exim.pid file is not stored when the exim4 daemon is started.

Bug Description
Binary package hint: exim4-daemon-heavy
Install the exim4-base and exim4-daemon-heavy packages and do a "ls -l /var/run/exim4" and you will see that it is not there. Also when you try a "/etc/ini.d/exim4 stop' it does not stop the exim4 daemon. I just did a 'mkdir /var/run/dir/exim4' to fix the problem manually.
