cannot use panel icon "create new mail" when EVOLUTION running

Bug Description
After click on create new mail on PANEL evolution will appear. In prev. versions only NEW MAIL window appear
and evolution has been still minimised on PANEL.
This "create new mail" from panel sometime doesnt work at all if Evolution running.
