Should not prompt for timezone at first startup

Bug Description

Binary package hint: evolution

Evolution prompts for timezone at its first startup, but, expecially right after ubuntu installation, this is not a good idea, since users have _just entered_ this information and in 99% of the cases there will be no need to change this information for a single program (an option should be provided per-user in the gnome preferences instead - if really necessary since one can change that in the clock configuration).
