"new label" dialog should pre-select an unused color

Binary package hint: evolution
When applying a label to a message in Evolution, there's a menu option to create a new label. Clicking this brings up a dialog that lets you type a label name and select a color. This color selection is always a drab shade of gray by default, meaning that the user must choose a custom color every time.
Instead, this dialog should default to a reasonable unused color (like a primary color) so the user doesn't need to choose one from the color wheel every time.
