There are two issues here, the 2008-10-08 behavior (cannot select any folders), and the 2008-10-09 behavior (cannot select trash).

If so, what specific steps should we take to recreate this bug?

Confirming the 2008-10-09 behavior on Evolution 2.22.3.1, Xubuntu 8.04.1.
To reproduce the 2008-10-09 behavior:
1) Evolution Mail -> Message -> Create Rule -> Click Here To Select A Folder
2) Junk and Trash cannot be selected. All other folders and mailboxes can be selected.
However, it's not really a bug.
Evolution's Junk and Trash are not real folders, they are actually Search Folders (vFolders) so you can't really move files in or out of them (see http://bugzilla.gnome.org/show_bug.cgi?id=206061 for a long discussion about it). It makes sense that in a "Move to folder" dialog, only real folders would be selectable.
Instead of the option 'Move To Folder', you can select the options 'Delete' or 'Set Status' -> Junk or 'Set Status' -> Deleted
If you feel that Gnome should revisit this issue as a usability bug, please file a bug report at http://bugzilla.gnome.org, and put a link to it here in this Launchpad bug report.
