Should CAcert also adopt the practise of charging $300/year and requiring
business registration before issuing certificates?

The current PKI industry is VERY scarey, the body issuing "certification" to
certificate authorities uses accounting practices and anyone with $250,000 and a
good lawyer can be certified... This has very little to do with technical
competence and more to do with fact they are trying to milk the industry for
substantially more money then certificates really should cost, just like the
domain industry before it was allowed to have other registrars, I suppose you
think US$70 for 2 years for a domain is a good deal too then?

CAcert has said all along that is may charge for some certificates on a cost
recovery basis, so your argument about free certificates is also incorrect,
however it won't be anywhere near the $50/year it currently costs, closer to $10
or less, and that would be for wildcard certificates not on a per host basis,
but that is debate for another day, and would relate to businesses wanting more
information then the hostname on their certificate...
