Evolution won't connect to network unless forced

Bug Description
Suddenly, as of a couple of days ago, Evolution stopped connecting to the network. After a bit of digging, I found that I can invoke it with the GIO_USE_

This happened coincident to having my kid the budding IT guy set my machine to a fixed IP address, but I have no idea whether that's related.
In the absence of a fix, a better workaround than invoking the thing from the command line would be appreciated.
