Strange choice of "system timezone" as default

Bug Description

evolution uses something called "system timezone" per default. This appears to be the timezone defined by /etc/localtime.

This is odd, and entirely different from all other software, that uses $TZ, and only looks at /etc/localtime as a fallback.

Explanation: I use UTC for /etc/localtime, because logs, statistics etc. should be recorded in UTC (being a monotonic timescale).

"Local time" is only for users, so I set the TZ environment variable at login time. This works fine with GNOME, all CLI programs, Firefox etc. Evolution seems to be the only exception.
