Character encoding issue when replying in plaintext to html email

Bug Description

evolution 2.28.1
evolution-mapi 0.28.2-0ubuntu1

If i reply in plaintext format to an email which was HTML formatted, everything looks fine in my 'sent' box, however the recipient of the email sees character issues.

In the actual reply my new text looks fine, however in the quoted section of the email I replied to (eg the lines beginning with '>') some lines have had '=20' appended (though oddly, not all lines):
