This config seems to have effect only for mail body. Since many mail clients on PCs, mobile phones and some web sites (e.g. Hotmail) can't decode Japanese UTF-8 headers, we can't read Japanese subject and from fields on mails sent with Evolution. This is because ISO-2022-JP is used for mail body and headers in Japan over the years, and it's hard to change all email clients on PCs and mobile phones to accept UTF-8 headers in the now. I think it's big problem that Evolution, the Ubuntu default MUA, is hard to use in Japan.
