Large PDF Only Goes up to 17% Zoom

Bug Description
As per title, when opening this fairly large PDF (attached) Evince will only allow me to zoom as far as 17%. Can't go anything above that, much less displaying full-size.
This isn't a bug in Poppler, as other software which uses poppler is able to display it as normal (e.g. Zathura does it perfectly).
