I experience the same issue. If I open a pdf file attached to an email in Thunderbird and save it through Evince, then the Permission Properties list:

Owner: Me
Access: Read-only

Group: "my name"
Access: None

Others: "Null"
Access: None

Here is my setup:

Distributor ID: Ubuntu
Description: Ubuntu 13.04
Release: 13.04
Codename: raring
Kernel: 3.8.0-30-generic

Thunderbird Version: 17.0.8
Evince Version: 3.6.1
