Error installing eucalyptus-common on clean 11.04

Bug Description

I setup a clean 11.04 VM (built using vmbuilder, running over KVM on a 10.04 host). Installing eucalyptus-common fails with:

Selecting previously deselected package eucalyptus-common.
(Reading database ... 15698 files and directories currently installed.)
Unpacking eucalyptus-common (from .../eucalyptus-common_2.0.1+bzr1256-0ubuntu4.1_amd64.deb) ...
Processing triggers for ureadahead ...
Setting up eucalyptus-common (2.0.1+bzr1256-0ubuntu4.1) ...
start: Job failed to start
start: Job failed to start
invoke-rc.d: initscript eucalyptus-network, action "start" failed.
dpkg: error processing eucalyptus-common (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 eucalyptus-common
E: Sub-process /usr/bin/dpkg returned an error code (1)

Further investigation shows that starting the 'eucalyptus-network' service fails at the 'initctl emit ...' line. It seems some people had seem similar problems before but those bugs are marked as fixed and I have the most recent packages including those fixes.

I've identified the root cause. eucalyptus-common depends on iptables (see /etc/init/eucalyptus.conf) but the package doesn't depend on it.
