Bug Description
Obviously the public IPs are not allocated to the instances directly, but are mapped via NAT on a controller. I don't appear to be able to talk to the public IP mapped to an instance from the instance itself.
It's a fairly odd thing to be wanting to do, but it works on EC2, so for compatibility's sake I suggest Eucalyptus modify the NAT rules to make it work.

Each network interface should be accessible from within the instance. As the public IP is the only way to connect to that instance, it's fair to assume that IP binds a network interface (and thus should also be accessible from within the instance).
In our specific case, we're just trying to access the host via it's public address, which is not such an uncommon requirement.
