NC publication job should support specific IP

Bug Description

When there are multiple network interfaces on the NC, the eucalyptus-nc-publication job broadcast on every interface. If the CC is also on the same multiple networks, the node will be registered multiple times. I'd like to be able to specify which IP address should be used to register the NC (the same way as the CLC, SC, CC, Walrus publication jobs).

I cannot see this issue being resolved, the -publication mechanism is/has gone away with a focus on service orchestration rather than discovery.

If anybody does want to tackle this issue, please feel free to re-open. However, the -publication services are still in the eucalyptus package for legacy, rather than intentional reasons.
