eucalyptus-nc upstart job not started on package installation

Seems that upon installing the eucalyptus-nc package the eucalyptus-nc upstart job is not started.

Indeed, the eucalyptus-nc upstart script is dh_installinit-ed with --no-scripts in debian/rules.

This bug was fixed in the package eucalyptus - 1.6.2-0ubuntu23
