Bug Description
There is no documentation about the metadata service. In particular, Eucalyptus and Canonical supplied images require the metadata service to be running for key injection and login. The metadata service is only running in MANAGED and MANAGED_NOVLAN modes. At very least, a prominent notice on the Eucalyptus image download page is needed so that those who have their installation configured in STATIC or SYSTEM modes don't waste their time trying to get the images to work.

Hello,
The Eucalyptus upstream will default to key injection if the metadata service is not available. On the UEC, key injection is turned off. The images on the Eucalyptus website will try the metadata service, but if you are running vanilla Eucalyptus, it will attempt to do key injection as well.
This need to be documented in the UEC documentation.
