missing directories on NC after install

Bug Description
After installing eucalyptus with the nc on the front end (its just on my home workstation for testing), I found instances wouldn't start... investigating via nc.log led me to the following directories being missing:
/var/lib/
/var/lib/
/var/lib/
mkdir and chowning them to eucalyptus:
