[lucid] New config file system fails to support node registration

Bug Description

ISO 20100112.1 / eucalyptus 1.6.2~bzr1124-0ubuntu2

Running autoregistration or euca_conf --register-nodes does not end up completely adding a node.
The NODES value is never edited in any configfile.

Manually editing NODES in /etc/eucalyptus/eucalyptus.conf works around this.

euca_conf can't modify NODES in eucalyptus.local.conf if it doesn't already exist there.

eucalyptus (1.6.2~bzr1124-0ubuntu3) lucid; urgency=low

  * debian/eucalyptus-common.postinst: Add empty NODES variable to the
    original eucalyptus.local.conf, so that euca_conf can actually modify
    it when registering nodes (LP: #506316)
