[lucid] On CC-only setups, eucalyptus-cc fails to start at boot (upstart issue)

Bug Description
eucalyptus 1.6.2~bzr1120-
CLC / Walrus / CC topology
CC fails to start at boot. "eucalyptus" job is stopped, "eucalyptus-cc" job is stopped as well.
My guess is that since "eucalyptus" doesn't start anything it's never in state "started".
There is a similar issue with eucalyptus-nc. NC and CC are C-based and therefore not using the Java "eucalyptus-cloud" process that the "eucalyptus" job manages.
