[lucid] euca_rootwrap is not installed setuid

Bug Description

After a 1.6.2 UEC install on Lucid, euca_rootwrap doesn't end up properly setuid'ed:

$ ls -l /usr/lib/eucalyptus/euca_rootwrap
-rwxr-xr-- 1 root eucalyptus 14688 2009-12-19 15:08 /usr/lib/eucalyptus/euca_rootwrap

Probably a regression introduced at revision 760.
Workaround is to:
sudo chmod 04754 /usr/lib/eucalyptus/euca_rootwrap
sudo chown root:eucalyptus /usr/lib/eucalyptus/euca_rootwrap
on all components.

  * debian/registration/{common,node}: Add node autoregistration script
  * debian/uec-component-listener.upstart: Enable autoregistration lock
  * Add walrus autoregistration, remove old walrus-registration upstart script
  * debian/eucalyptus-common.postinst: chown *before* chmod 04754, so that
    euca_rootwrap actually ends up setuid (LP: #499048)
