The default value for the directives VNET_DHCPDAEMON and VNET_DHCPUSER in /etc/eucalyptus
That is on jaunty, eucalyptus 1.5~bzr266-

This could be fixed relatively easily by calling euca_conf in the postinst script of either eucalyptus-common or -cc, such as:
euca_conf --dhcpd /usr/sbin/dhcpd3
euca_conf --dhcp_user dhcpd
