first time CC runs on a recently rebooted machine, iptables module is not loaded

Bug Description
the CC calls 'iptables-save' before any iptables manipulation is performed in MANAGED networking mode. However, iptables-save does not for a load of the iptables kernel module.

* Don't fail to run iptables-save if iptables module isn't loaded.
(I.e. automatically load them if they're not already) (LP: #338850)
