wrong permissions of .bazaar

Bug Description

Binary package hint: bzr

I installed bzr as a depency of etckeeper. Now i have a .bazaar folder in my home folder with owner and group root. So i cannot use bzr as a normal user.
bzr whoami "mcas <email address hidden>"
No handlers could be found for logger "bzr"
bzr: ERROR: [Errno 13] Permission denied: '/home/USER/.bazaar/bazaar.conf'
