The zesty version of etc is currently 3.1.0-1 (universe package). This will likely be upgraded in 17.10 to 3.1.2. there might be enough time between now and then for the debian package to make it into debian stable.

There is currently an etcd 3.1.4+dfsg-1 in artful-proposed, which is not building because of failing tests.

In terms of providing an up-to-date etcd to Ubuntu users on the releases they will likely be using to deploy production services (i.e., LTS releases), instead of SRUing the etcd package in universe, our preferred strategy is to use the snap package. Tim (assigned)'s team will look at updating this snap to provide ppc64el support.

I intend to add arm64 snaps soon, as arm64 bins are already provided by upstream. I'll also add s390x once upstream begins to provide those. There's an issue open for that here: https://github.com/coreos/etcd/issues/7978
