Bug Description

Periodic and frequent segfaults using various rabbitmqctl commands from within Juju hook relations (shell scripts). I cannot seem to reproduce on any machine other than 16-core servers on the platform QA/test cluster, and cannot seem to reproduce manually. It only seems to trigger during hook execution.
