Eric missing tooltips. Locale problem?

My version of Eric shows no text in its "tooltips", just blank space. It makes it difficult to figure out what all of the buttons do.

I suspect it may have to do with these messages that I get on startup:

Warning: translation file 'qt_en_US'could not be loaded.
Using default.
Warning: translation file 'eric4_en_US'could not be loaded.
Using default.
Warning: translation file 'qscintilla_en_US'could not be loaded.
Using default.

A bit of my locale is en_CA, though most is en_US (even though I usually select Canada when installing as that's where I'm from). Here's the environment settings:
