epydoc: shouyld depend on texlive-lang-french

Binary package hint: python-epydoc

The LaTeX/PS/DVI/PDF output of epydoc depends on the LaTeX package aeguill, which is found in the texlive-lang-french Ubuntu package. The dependencies of python-epydoc should reflect that.
