Epiphany missing the python loader

Bug Description

The current dapper epiphany package doesn't seem to have the python extension loader built-in to it, the pkg-config file says:

features=

whereas I would expect it to say

features=python

to indicate to extensions that the python support is there. In addition, my python extensions fail to load

 epiphany-browser (1.9.5.1-0ubuntu3) dapper; urgency=low
 .
   * debian/control.in:
     - Build-Depends on python-gtk2-dev (Ubuntu: #29298)
