Videos freeze with no loading circle

Bug Description

I've noticed that videos freeze in Web (they don't on other browsers e.g. Chromium 62) with no loading circle - implying that Web is struggling to run them. This is a bug because they should 'just work'.

For examples, see the video on this page (the problem seems worse when the video is embedded rather than using the direct link): https://en.wikipedia.org/wiki/Satoshi_Tajiri or try watching twitch.tv videos.
