Ctrl+L does not show location bar

Bug Description

As of the last epiphany version in Hoary, the following does not work:

 1. Hide location bar with Ctrl+Shift+T
 2. Press Ctrl+L to reveal location bar to type a URL into

Ctrl+L has no effect.

If Epiphany is in fullscreen mode (F11) though, this key sequence still works.

Actually, the steps to reproduce this are not quite correct.

To reproduce it, the URL bar must be hidden when Epiphany starts. (You can do
this by exiting it with the bar hidden.) Then, when you start Epiphany again,
Ctrl+L will not show the location bar.

Pressing Ctrl+Shift+T twice to unhide and rehide the bar will make Ctrl+L work
again.

I was also wrong about fullscreen mode: the bug applies regardless. It seems to
happen specifically in the case where you start Epiphany with the bar hidden.
