Refuses to load images where the file extension doesn't match the actual image type

Bug Description

I was browsing the images in /usr/share/backgrounds. All show a thumbnail in Nautilus.

However, using eog to dispay /usr/share/backgrounds/warty-final-ubuntu.png gives an error message:

"Could not load image 'warty-final-ubuntu.png'. Fatal error reading PNG image file: Not a PNG file"

Apparently this file is called *.png, but is actually a jpg.

I don't see any reason why eog can't display it anyway, since it's still an image file, and it can see that by looking at its magic number.
