eog does not hide the menu on non-Unity based desktops nor display CSD correctly on GNOME based desktops

Bug Description

The current eog patch-work has a number of issues.

1. It only correctly works on Unity
2. on desktop-environments such as xubuntu, the menu does not hide when full screen
3. on GNOME based desktops such as budgie-desktop and GNOME-Shell the client-side decorations do not display correctly

I have revised the two existing patches to fix 2 and 3 without affecting 1.
