eog: 'Failed to execute child process "gnome-control-center"' when opening Background Preferences

Bug Description

1. Double-click an image to open it in "Image Viewer."
2. Right-click image and "Set as Wallpaper." Observe pop-up asking if you would like to modify its appearance.
3. Click "Open Background Preferences." Observe no Background Preferences opening.
4. Run Image Viewer from a terminal and repeat above steps. Observe following error:

$ eog $JPEG

(eog:18424): EOG-WARNING **: Couldn't load icon: Error writing

(eog:18424): EOG-WARNING **: Error launching System Settings: Failed to execute child process "gnome-control-center" (No such file or directory)
