Empathy shortcuts (for example, ctrl+C for copy, ctl+V for paste, etc) don't work in not latin keyboard layout

When I'm in not latin keyboard layout, I can't use keyboard shortcuts. I seen this problem not only in empathy (in eclipse too, for example)
