Binary package hint: empathy
empathy offers SIP functionality, but cannot be invoked with a sip: URL, making it much less usable to launch from e.g. a Web browser.
This is similar to the need of reacting to irc:// URL schemes #496085 and thus also linked to the upstream bug of https:/
