Empathy message notifications do not appear until you open the message

Message notifications do not pop up unless the message is opened, but the sound is played. When the message is opened the sound is played for a second time, and the notification window finally appears.

Thanks for your bug report and helping to make ubuntu better. I can not confirm this bug report, perhaps one of the newer versions of empathy since this bug report have solved this bug. Could you please try this with an updated empathy and let us know if this is still and issue.
