cyrillic symbols become strange when moving a person to another group in icq

I think there is a problem with different character encodings. I'd
like to say when I moved icq contact (his nick contained cyrillic
symbols) from one group to another, symbols in nick changed. Cyrillic
symbols from cp1251 were replaced by western symbols from cp1252.
